Non-Executive Non-Independent Chairman
Mr. Ching Chiat Kwong is the Executive Chairman and CEO of Oxley Holdings Limited. He is responsible for the formulation of corporate strategies, charting future growth plans and driving overall performance of the Oxley Holdings Group.
Mr. Ching possesses 20 years of property industry experience. Prior to establishing the Oxley Holdings Group, he invested in, developed and successfully launched 13 residential projects in various parts of Singapore. His keen business acumen and astute ability to identify market trends and business opportunities have enabled him to lead the Oxley Holdings Group’s expansion into the development of industrial and commercial projects in addition to residential properties. Under Mr. Ching’s leadership, the Group completed the then largest initial public offering on the Catalist of the SGX-ST in 2010.
Apart from his commitments at Oxley, Mr. Ching sits on the boards of Pindan Group Pty Ltd and Aspen (Group) Holdings Limited. He received the 2017 Real Estate Personality of the Year awards at PropertyGuru Asia Property Awards (Singapore) and EdgeProp Singapore Excellence Awards 2017. He is also an active supporter of programmes that benefit the elderly and socially disadvantaged, and sits on the boards of THK Nursing Home Limited and Ren Ci Hospital.
Executive Director and Chief Executive Officer
Appointed on 18 February 2021, Mr. Shawn Ching is currently the Executive Director and Group General Manager of Oxley Holdings Limited. He is responsible for the general operations and administration of the Oxley group of companies.
Prior to his appointment in November 2018, he was a Project Manager at Oxley Holdings Limited.
He graduated from the University of Buckingham with a BSc in Business and Management (First Class Honours) and later obtained an MSc in Sustainable Urban Development from the University of Oxford.
Mr. Ching sits on the Board of Regents of Harris Manchester College, University of Oxford.
Executive Director and Chief Executive Officer
Mr. Chin Mun Chung was appointed Executive Director and CEO of OxPay Financial Services on 6 June 2025. Prior to this, he served as Chief Operating Officer of OxPay SG Pte. Ltd., a wholly-owned subsidiary, from 12 May 2025.
With over 28 years of experience in Singapore’s technology and payments industry, he has held senior positions at NCS, Standard Chartered Bank, and AXS. At AXS Pte. Ltd., he played a pivotal role in strategic direction and growth, serving as Assistant CEO, Chief Business Officer, and later CEO of AXS Services until May 2025.
At OxPay, Mr. Chin is responsible for steering strategic vision, optimizing efficiency, and driving marketing strategies for long-term success.
He holds a BSc in Computer and Information Science from the National University of Singapore.
Mr. Ng is the Executive Director of HLM (International) Corporate Services Pte Ltd, providing business consultancy, accounting, and corporate services.
Previously, he was CFO of several SGX-listed companies. With over 30 years in finance, accounting, and audit, he currently sits on multiple SGX-listed boards as an independent director and audit committee chairman.
He is a Fellow Member of ISCA and ACCA (UK), and holds an MBA from the University of Hull, UK.

Mr. Kesavan Nair is a Director of Bayfront Law LLC with over 26 years of legal practice experience.
He is also an Independent Director of SGX-listed companies including Kitchen Culture Holdings, IEV Holdings, HG Metal Manufacturing, and Arion Entertainment

Mr. John Chin is Managing Director of Heurisko Pte. Ltd. and former Asia-Pacific Leader at Ernst & Young (EY) for SAP global deployment.
He retired in 2020 after serving as Partner at EY Singapore and Director at EY Advisory Pte. Ltd. With over 35 years of experience, he was Head of Risk Advisory in EY, overseeing risk consulting in Singapore and ASEAN.
He is a Fellow of ISCA and CPA Australia, holds a Bachelor of Accountancy (NUS), and is a Certified Information Systems Auditor.
